The Manager, Human Resources Operations and Systems is responsible for leading the strategy, administration, and optimization of core HR systems and operational processes. This role manages a team focused on HR technology, data management, reporting, and operational excellence. The manager ensures systems and workflows support compliance, accuracy, and efficiency, while enabling informed decision-making across the HR portfolio. Through continuous process improvement, system enhancements, and cross-functional collaboration, this role helps drive a high-performing, data-enabled HR function.
Primary Responsibilities:
HR Technology & Systems Management
- Oversee all HR systems, ensuring functionality, integration, and alignment with organizational needs and HR strategies.
- Identify and support implementation of system enhancements and upgrades to improve user experience, data reporting, and overall performance.
- Develop and deliver training resources and support for HR team members and leaders on HR system tools, including self-service functionality.
- Act as a primary liaison with vendors and IT partners for system configuration, troubleshooting, and development.
Data Integrity & Compliance
- Ensure the accuracy and integrity of HR data through regular audits, validation protocols, and standardized data entry processes.
- Provide oversight on system access, role permissions, and user profiles in alignment with privacy legislation and organizational policy.
- Oversee the maintenance and archiving of employee files and HR records in compliance with legal and internal records management requirements.
Process Improvement & Automation
- Lead the review and redesign of HR operational processes to enhance efficiency, consistency, and user satisfaction.
- Identify manual processes suitable for automation and implement workflow tools to streamline HR service delivery.
- Coordinate change management activities associated with system or process changes, including stakeholder engagement, training, and communications.
Reporting & Analytics
- Develop and support maintenance of HR dashboards and workforce reports that provide visibility into key HR metrics such as headcount, turnover, hiring, and employee demographics.
- Produce standard and ad hoc reports and analyses to support compliance, strategic planning, and operational decision-making.
- Ensure data is accessible, reliable, and translated into actionable insights for HR leadership and business partners.
Strategic Projects & Collaboration
- Collaborate with HR leaders across Talent, Total Rewards, SHRCs, and other areas to ensure systems and processes support broader HR and organizational goals.
- Lead or contribute to cross-functional HR initiatives, serving as an operational and systems subject matter expert.
- Champion continuous improvement by gathering feedback, identifying pain points, and delivering solutions that enhance overall HR effectiveness.
- Manage HR systems and operations projects from planning through execution, including timelines, resource allocation, and stakeholder coordination.
Leadership and Team Management
- Lead, coach, and develop a team, providing clear direction, fostering a collaborative team environment, and supporting professional development and performance growth.
- Oversee day-to-day team operations, setting priorities, allocating responsibilities, and ensuring alignment with departmental and organizational goals.
- Support team members in delivering high-quality, timely service and support across all areas of responsibility. Identify opportunities to streamline processes and improve efficiency, consistency, and employee experience.
- Act as a mentor and subject matter expert, offering guidance, training, and support to build internal capability and succession within the team.
What must you have?
- Bachelor’s degree in Human Resources, or a related field is required.
- Minimum 5–7 years of progressive experience in HR operations, HRIS management, or HR service delivery
- Minimum of 3 years in a leadership or management role.
What else do you bring?
- Strong technical proficiency in HR systems (e.g., iCIMS, HRIS platforms, payroll systems, reporting tools), with demonstrated success in implementation, configuration, and user support.
- Experience in a healthcare or public sector setting, ideally within a unionized environment, with a solid understanding of collective agreements and associated HR practices.
- Proven experience leading a team, providing direction, coaching, and performance development in a high-volume, multi-stakeholder context.
- Strong working knowledge of employment legislation, data governance, privacy legislation, and information security best practices.
- Experience designing, documenting, and optimizing HR processes and workflows.
- Advanced analytical and reporting skills with the ability to translate data into actionable insights.
- Proven experience leading projects and change initiatives in a collaborative, multi-stakeholder environment.
- Excellent organizational, communication, and interpersonal skills, with the ability to engage stakeholders at all levels.
- Strong problem-solving and decision-making skills with a continuous improvement mindset.
