Job Description

The Finance Manager, Redevelopment is an integral leadership role in supporting core financial processes and managing the full capital accounting cycle, including internal controls and processes related to the accuracy and completeness of capital asset sub-ledger. The role is key to ensuring strong financial stewardship over the hospital’s capital assets and related reporting processes. The primary accountability will be the timely, accurate and completeness of all financial transactions feeding into the organization’s capital asset cycle. The successful applicant will supervise a team of capital redevelopment finance team members and report to the Director of Finance.

 

The role will be responsible for capital redevelopment external reporting and grant request requirements, and management of the redevelopment cash flow.

 

 

Contribute to safe, quality care by:

  • Responsible for the end-to-end full capital accounting and reporting of the organization’s capital asset portfolio, including previous capital redevelopment projects.
  • Lead Ministry reconciliations of historical capital redevelopment projects.
  • Strong treasury and financial modelling skills to support multi-year projections to balance the organization’s working capital position, financial health metrics and organization capital needs.
  • Expert knowledge of capital reporting standards, including Public Sector Accounting Standards and Ontario Health Report Standards.
  • Critical thinker with an ability to apply technical foundational knowledge in new and complex finance transactions, including the implementation of new accounting standards, including the new conceptual framework.
  • Responsible for processes and internal controls of the organization relating to capital asset records, maintains data integrity and optimizes processes. Evaluate risks and recommend improvements to financial controls, processes, and systems.
  • Owner of the Capital Asset policy and ensuring policies and procedures support accurate and complete records.
  • Attention to detail and ensuring accurate and up to date balance sheet reconciliations.
  • Expert understanding of complex vendor financial models which support capital lease and cash flow management, including P3 arrangement, managed equipment and information technology services.
  • Support the Hospital’s Corporate Transformation Project by providing subject matter expertise in the design and build of the fixed asset subledger, reporting and forecasting needs related to capital.
  • Strong interpersonal skills and able to adapt communication style to various stakeholders within the organization. Communicate complex issues clearly and provide concise summaries and recommendations.
  • Responsible for regular insightful and astute monthly reporting of capital assets in Senior Leadership Team/board reporting packages, capital related sections of the Audited Financial Statements.
  • Monitoring the financial health of the organization through monitoring key metrics.
  • Oversee treasury management and working capital optimization.
  • Review and document complex accounting transactions, provide guidance and analyze emerging accounting issues to enable understanding of the impact to the Hospital
  • Ensure compliance with bank covenants, Ministry reporting requirements and other compliance.
  • Provide leadership, support and direction to staff to ensure high standards of accountability and service.
  • Ensure opportunities for professional and leadership development are available and promote an environment that supports excellence and continuous learning.
  • Act as an expert level point of contact within the organization for accounting and audit related issues and reporting matters.
  • Collaborate with, support, report to and build relationships with key internal and external stakeholders including Hospital Directors, Senior Management and Board members, Foundation, external and internal auditors, Ministry of Health, external entities and associated partners, banks and regulatory bodies, credit rating agencies, investment managers, CRA and actuaries
  • Provide back up and support to other managers as needs arise.

 

What must you have?

  • CPA Designation required. Masters degree an asset.
  • Minimum 3 years management experience leading reporting and external audit activities
  • Exceptional technical accounting skills. Knowledge of PSAS required
  • Knowledge of hospital operations, healthcare revenue and expenditure; hospital funding processes and reporting requirements with the ability to provide subject matter advice

  • Healthcare experience preferred but not mandatory
  • Willingness to work flexible hours as required
