Job Description

Position Summary:

 

Under the direction of the Vice President, Strategy and Program Support Services, the Director will provide leadership, oversight and be responsible for all capital planning at Mackenzie Health and have responsibility for the planning, design and implementation of capital redevelopment projects.

 

The Director will play a vital role in ensuring the master planning, redevelopment and construction of hospital redevelopment projects are planned and executed according to best practices and standards.  This position involves facilitating the processes and frameworks related to space utilization and allocation; redevelopment and long-term planning; the approval, planning and management process for capital redevelopment projects; overseeing all portfolio procurement activities and project management policies and processes. The incumbent will also chair the Capital Planning Management Committee and have oversight accountability of the capital plan and budget.

 

Mackenzie Health recently opened the new Cortellucci Vaughan Hospital site in 2021, which includes shell spaces to accommodate future growth of our communities and, pending approval, is preparing to undertake a significant fit-out project to expand acute care capacity.  This site is part of a broader healthcare precinct which includes land to support additional healthcare developments.  The organization is also undertaking early planning stages towards future redevelopment/expansion of its Richmond Hill site to address aging infrastructure challenges and the significant population growth and intensification occurring in our communities.  This will bring exciting opportunities ahead to drive short, medium, and long-term projects to enable Mackenzie Health to meet the health needs of our communities into the future.

 

Primary Responsibilities:

  • Develops, leads and executes strategies for all aspects of capital redevelopment project planning and support from staff around programming, including: designating space for clinical and other programs; facilitating design and project phasing of construction; working closely with the Ministry of Health and Ontario Health; developing strategies to maintain project schedules; maintaining strong working relationship between the consultants, e.g., architects, engineers, planners, contractors, etc.
  • Oversees the development of the multi year capital plan identifying new projects in line with hospital capital/corporate priorities and clinical service plan.
  • Provides input on the scope of all redevelopment projects to ensure they are in line with the overall redevelopment objectives, and organizational goals and objectives.
  • Coordinates and takes the lead in the prequalification of consultants, contractors, equipment, furnishing, suppliers, etc.
  • Collaborates in the development of Request for Proposals, assessment and selection of consultants and contractors, as required
  • Collaborates with the management team and key areas to resolve issues, advance objectives and enable best practice
  • Plays a lead and/or collaborative role in the development of policies, procedures and protocols to guide the safe, and efficient operation of the Department; Provides ongoing monitoring of issues and risks, taking appropriate action, as required to ensure the effective functioning of the department and the success of redevelopment projects
  • Leads the development of project plans/schedules for all major projects, including specification development i.e., documents that describe all the physical characteristics, bid compliance review, facility commissioning and procurement, project tracking, highlighting streams that are at risk and developing action plans to mitigate
  • Builds and analyzes business cases to assess project opportunities, prioritizing accordingly through gathering information, analyzing data and conducting cost/benefit analysis
  • Provides regular reporting on strategic initiatives including development of annual goals that further the Mackenzie Health Strategic Plan
  • Provides capital planning and development updates and presentations to the Leadership team, Board of Directors and Board Committees as required
  • Provide guidance and counsel to the senior leadership team in master planning and ongoing capital redevelopment initiatives.
  • Provide advice on issues relating to facility resources, building systems and infrastructure, ensuring services are delivered, programs are supported, and operations are optimized
  • Provides strategic leadership and directly manages professional staff and project team members
  • Oversees project activities to identify any areas of potential exposure or non-compliance; recommends appropriate actions to mitigate risk

 

Education/Certifications/Licenses:

  • Degree in Architecture, Engineering or similar discipline required
  • Master’s Degree is preferred
  • Professional Engineer Designation, EDAC and/or LEED certification is preferred
  • Certification or accreditation in Project Management from a recognized professional body/organization is preferred

 

Experience/Skills/Abilities:

  • Minimum of 10 years’ experience in capital planning and redevelopment/ project leadership required.
  • Minimum of 5 years experience in health care environment.
  • Proven Project Management Experience for large-scale capital projects within a healthcare setting.
  • Previous experience overseeing all stages of Ministry of Health Capital Planning Process.
  • Knowledge of municipal and provincial building codes pertaining to building construction in a healthcare environment.
  • Experience with Infrastructure Ontario (IO) AFP (Alternative Finance and Procurement) model and various forms of construction contracts.
  • Proven planning and on-site construction related experience.
  • Sound knowledge of IPAC protocols to be followed during construction and solid understanding of IPAC principles to be considered during design development.
  • Demonstrated experience with the development of procurement documents (RFP, RFQ, RFT, RFSQ) and experience with BPS Procurement Directive.
  • Ability to manage complex and concurrent project activities, meet deadlines and manage change is essential.
  • Ability to direct the work of project team, consultants and stakeholders in a fast-paced, results and schedule-driven environment
  • Excellent skills in negotiation, consensus-building, communication and interpersonal skills to deal with many different internal and external partners.
  • Detail oriented with excellent analytical skills with the ability to analyze complex problems, operational needs and develop integrated/creative solutions as required.
  • Excellent verbal/written communication/interpersonal skills with the ability to effectively manage staff while working under pressure to achieve desired results.
  • Excellent leadership and change management skills with the ability to develop and motivate an effective performing team
  • Proven attendance record.
